The Cheat, Chance, and Community Chest cards will give you specific advantages, rewards, and penalties, but otherwise, you can cheat all you want! Nowhere in the rules does it explicitly state players are allowed to normally cheat/steal from the bank, but at the same time it is never explicitly barred either. Just make sure that, if your friends and family enjoy the Cheaters Edition, they keep their cheating to this game.
